Development of a Strategic Plan and Activity timetable to drive major change programmes within Support Services as demanded by the imposition of Corporatisation on the Commission through requirements to produce real profits at real levels of costs comparable to the Private Sector.
The Commercial Services Branch (Logistics) needed to develop high levels of commercial expertise to meet the challenges of Corporatisation, a major change programme was evaluated, defined and implemented, including outsourcing of major segments of the Logistics Support Functions together with a complete revision of Supplier management Strategy leading to the implementation of Strategic Alliances with Key Suppliers. This is a leading edge concept developed by EMM.
The creation and implementation of profit centres within the support functions has successfully returned substantial income to Western Power.

The Water Corporation embarked on an outsourcing of the total of its service installations. The support facilities (Logistics) required a major overhaul to support this change.
Specific Functional controls were developed and a substantial part of the support facilities were successfully outsourced to the private Sector.

Fremantle Hospital sought to outsource the Warehousing, distribution, Ward re-supply and Imprest stock activity to the Private Sector. As there is obviously a critical Health consideration in this Model, it was necessary to rigorously test the assumptions and costs Vs service with the best and rightsized outputs that could be achieved by internal resources.
It was vital to eliminate any risk to continuity of service whilst properly evaluating the Private Sector involvement to comply with Government ideology.

Westrail faced similar challenges to the Water Corporation in evaluating it's future direction in a deregulated market. All of the support functions became targets for rightsizing and skilling and potential outsourcing. Wesfi is a major WA producer of building products and operates in a Global Market. As a commodity, the Company products are extremely cost sensitive. Recognising that the Supply environment was possibly outside of the core business, Wesfi engaged EMM to evaluate, make recommendations for the future direction in the area of Logistics. Included in this evaluation were Purchasing, Inventory Management, Warehousing, Transport and Distribution.
The evaluation and implementation managed by EMM resulted in a revised Production programming, major reductions in Inventory, major increases in service levels and the outsourcing of the Warehousing, Transport and Warehousing functions.
